Does halfin decide whether a trader can withdraw?

No. halfin deliberately does not approve withdrawals. Your back office checks the trader's balance, applies your withdrawal policy, screens the destination wallet, and approves — then creates the payout. halfin is the executor and the record-keeper: it moves the money and emits a signed payout.completed event, but the eligibility decision stays in your stack.
