Does a refund cost a fee?

A refund moves funds back to the customer as a real transaction on the blockchain, so it carries the chain's network fee exactly like any other transfer. That fee is set by the network and varies with how busy it is — it is not a halfin charge, and halfin neither sets nor collects it. As for halfin's own commercial pricing, that is a separate layer that is not published on this site, so the only refund cost we can quantify here is the on-chain network fee that any send incurs.
