How long does a payout take to confirm?

There is no single number, because confirmation is set by the destination chain, not by halfin. The clock that matters starts only after an operator releases the payout from the dashboard: at that point halfin signs the transaction and broadcasts it, and from there the payout follows the network it was sent on. Once the chain reaches the per-chain confirmation threshold, the payout settles and a payout.completed webhook fires.
