Who is responsible for customer refunds?

You are. With crypto, a refund is a decision the merchant makes, not a reversal a customer or a bank can impose. You decide whether to refund, how much, and to which destination; halfin executes that as an on-chain send back to the customer. Because a confirmed payment is final and there is no chargeback mechanism, returning money is always a deliberate action you initiate — the platform carries it out, but the judgment and the policy behind it are yours.
